OPINION BY JUDGE PELLEGRINI Grafton Davis, Jr. (Davis) and Gwendolyn B. Tucker (Tucker) have filed consolidated appeals from identical orders of the State Board of Claims (Board) dismissing their complaints against the Philadelphia County Court of Common Pleas (Court of Common Pleas) and the Commonwealth of Pennsylvania (Commonwealth). The Board held that it did not have jurisdiction over the claims because there was no contract between the parties and sustained that part of the preliminary objections filed by the Office of the Attorney General on behalf of the Commonwealth.
